I just pulled the Fall Creator's update in to see if that fixed it.
This was on 4.0, I waited to see if 4.1 fixed it, it did not. As soon as I select data center and click the check to continue it loads for a second and then the little spinning balls stop and a second or two later I get Not Responding on the window(if it's in windowed mode). The game loads, I can select start or go into the configuration and change graphics options etc. Whether I run the application windowed, full screen, DX9 or 11, doesn't matter.
